NRMP votes against second match, “all-in” rules

During its May 2, 2005, meeting, the National Resident Matching Program (NRMP) Board of Directors voted not to pursue implementation of a “two-phase main residency match.” Additionally, the NRMP Board of Directors tabled indefinitely consideration of the “all-in” proposal that would have required all programs at institutions participating in the main residency match to attempt to fill all their positions through the match.

The Association of Program Directors in Internal Medicine had a pivotal role in influencing both decisions. In 2003, APDIM led an effort to delay the “all-in” rule, largely due to concerns about the inability of international medical graduates to obtain visas in the allotted time between the match and the beginning of residency programs. In a September 2004 letter, APDIM continued to request the NRMP delay the implementation of the “all-in” rule and expressed concerns with the proposed “two-phase main residency match.”
